I don't know what you asked them. Try to ask them something like that (My english is not so good).

Can you please install different languages on the server, I need them to set local information 
within PHP, see here: http://de3.php.net/manual/en/function.setlocale.php

Only languages installed on the server are "C" and "Posix", I need at least german, english, 
russian..., else f.e. Date-Values can not be shown correctly.
