[TYPO3] Extensions in TER : Descriptions and Languages

Hello,

although I'm usually a fan of open processes I'd like to see some minimum QA in the TER. Of course checking security and coding conventions is not possible with the sheer number of extensions but there should be some minimum standards that are kept. This is normally the responsibility of the developer but in my eyes TER is losing it's usefullness with every extension that doesn't meet the minimum requirements.

That'll be:
- English description
- A minimum documentation (It's not too much to ask for a few lines of documentation no matter what the extension does)
- list dependencies and minimum requirements

Most respect that TER is not the junkyard to collect all kinds of pre Alpha extensions but a few should really think about the usefullness of their extension before comitting it or if they just do it for their ego.
