[TYPO3] The Install Tool is Locked

Hi Virgil,
   
  I did read the instructions a lot of times. And searched through the message boards and the official typo3 .com and .org sites.
   
  That is why i came across three methods of solutions:
   
  (1) create an empty text file
  (2) make sure there is no .txt appended to it
  (3) comment out the die ( ) parameter
   
  I had also reinstalled two times, the ftp took me from 12:00 pm to 3:00 am and called it to the same result.
   
  Anyway I will read through it again and see if i am missing something.
