[TYPO3] Allow non-admin users to edit plugin parameters from within workspace...

Is it possible to allow non-admin users to edit plugin parameters from 
within a workspace?

For example, if I as an admin user add a FrontEnd MP3 Player plugin to a 
page I can edit all of its configuration from the BE.  In contrast a 
standard user that is restricted to a specific workspace cannot edit the 
values.  Is there a way to allow them to be able to edit the playlists, 
etc. without giving them Admin rights?
