[TYPO3] wrapping TMENU_LAYERS divs

The *MENU_LAYERS cObjects are, IMO completely useless. I'd strongly
suggest using a basic TMENU composed of unordered lists using CSS and
(where needed) JS to achieve whatever effect you need [1].
