[TYPO3] workspaces with editors, publishers, but no reviewers

Hello, does anyone know how to fix this:

I have made usergroups and users. Users are authorized as editor (to 
edit content) or publisher (to publish content). There is no role for 
reviewer.
In the custom made workspaces an editor is obliged to send content to a 
reviewer and can then send content to a publisher. So an editor should 
click twice to announce their changes, but just one click should be 
sufficient, just sending the announcement to the publisher.

How to make it more usable so unnecessary steps can be bypassed? For 
example is there a way to turn off the reviewer role?
