[TYPO3] SpamProtectEmailAddresses is inconsistent

My SpamProtectEmailAddresses setting is working for some pages, but not 
others.

I have in my main template setup:
   config.spamProtectEmailAddresses = ascii
   config.spamProtectEmailAddresses_atSubst = (at)

This works fine for some pages, eg
   <link user1 at domain.org>user1 at domain.org</link>
this appears on the page as user1(at)domain.org and the link is encoded, eg
   <a href="&#109;&#97;&#105;&#108;&#116;&#111;&#58; etc

BUT on a different page, eg
   <link user2 at domain.org>user2 at domain.org</link>
is also encoded correctly, but appears on the site with the @ sign
   user2 at domain.org

Can anyone please suggest what's going on here? Thanks
