[TYPO3-english] Extension ratings: getRatingValue

Hello,

I've been using the API provided by the extension ratings [1]

And I'm trying to use the function getRatingValue that should return a
value in percent (from 0 to 100), but it returns greater values.
Because the function doesn't take into account the "vote_count" value.

I've made a little patch to fix the problem [2].
