don't do that, it's old. Only install languages via translation handling in EM

I'm still in doubt, if following situation works:

Admin chooses Spanish for his Portuguese BE-Users as default-lang, as he thinks: 
if Portuguese is not available, his BE-User do prefer Spanish and only if this 
isn't available too, English is shown.

His Portuguese BE-Users choose Portuguese, for it's their natural lang. As 
Portuguese is very seldom they always see Spanish now if Portugues is not 
available and Spanish is available? I'm in doubt and can not test it and don't 
need it yet.

I think we should wait, till someone tested it or afferms, that he works 
successful with this setting.
