[TYPO3] The RTE and curly ms characters (apostrophe, comma, quotation mark) in localisation

Hi, 

Is there a way to get the RTE to filter the "curly" ms characters? i.e.
curly commas, apostrophes, quotation marks etc.

I have noticed that when you set a site to the charset utf-8 for
localisation that these cause problems. As does the euro sign too.
