Not true. The above Page TSConfig setting can be used to DISABLE existing 
fields.
But since the Shorcut Page Type DOESN'T have a description field defined in 
TCA, you can't enable it..

If what you are saying is true, then you should be able to do this to get 
the description field displayed. (Which it doesn't)

TCEFORM.pages.description.types.4.disabled=0
