[TYPO3] Lower Case "c" Prepended to Bookmarks

The 'id' attribute in HTML must not begin with a number. The 'name'
attribute doesn't have the same requirement, but it makes sense to
generate the attribute and links as though for an id attribute (i.e.
because there is no downslde to having a letter begin the value of the
name attribute).
