[TYPO3] Cooluri and double rawurlencode

Hey Marek,

I noticed coolURI is not stable in that area yet.

Need to investigate that myself...
I know Jan has change that already one... but apparently twice :D

Not sure yet what's going on there yet...
If you know, please post a solution :)
