[TYPO3] Making multi-lingual sites

Hello,

I have mysql installed from XAMPP. There are lots of databases already 
created in latin-1. In this article:
http://wiki.typo3.org/index.php/UFT-8_support

it mentions


      my.cnf

and says that the setting for this will affect all databases, only do 
what it says when there are no latin-1 databses on the server.

What is my.cnf? Something to do with mysql?

If I follow the instructions at 
http://wiki.typo3.org/index.php/UFT-8_support, what will happen to the 
databases created by XAMPP that are in Latin-1?
