If you start a new site it's easy - Just do everything utf8 and have fun :-)
(PHP, MySql, Apache, iconv, localconf)
If you are using realurl simply use "cbstarter" and you've got nearly
everything you need.
If you wanna use the modern cooluri which works out of the box simply
disable the realurl link to realurl.php and delete enable_realurl = 1
