[TYPO3] Target for first header

Hi gang,

I have a website that is totally XHTML Strict compliant except for one link on one page and I want to put W3C buttons on the site. 

The problem I am having is that the page has h2 headers, which are also links. All, but one, do not have a target attribute. The one that isn’t complying is (css class name) ‘csc-header-n2’. Typo3 is adding target=”_top” to the link. If I delete the header, the next h2 gets the class name ‘csc-header-n2’ and the problem reoccurs for that header.
