It is not just deprecated, it does not work anymore if set to integer due to security reasons. Documentation [1] says:

This writes the <base> tag in the header of the document. Set this to the value that is expected to be the URL, and append a “/” to the end of the string.
Example:
config.baseURL = http://typo3.org/sub_dir/
