I think one factor is whether the multi-language sites are going to be
exactly the same in structure or not - if yes, then one-tree-fits-all works,
if not it doesn't.
Possibly also a factor could be, even if they are a similar structure, are
the pages going to be exact translations of each other, or not. Again, if
yes, one-tree works, if not then one-tree might be misleading.
