Well it does. What do you think <urlize> or <sanitize> do? But the 
problem is, that both of these functions work only with utf-8. I've 
kinda assumed that noone uses anything else these days :). Anyway, you 
can change it. Just have a look at link.Functions.php and there you'll 
find it.
