[TYPO3] Removing columns from page layout

Thanks! This, plus a few other options in the tsconfig docs allowed me to
restrict editors to Quick Edit, no Columns.

mod.web_layout.menu.function {
  1 = 0
  2 = 0
  3 = 0
}
mod.SHARED.colPos_list = 0
