[TYPO3] question about fe user handling

hi, my name is Jan van Rijn,

and i'm building a typo 3 website for a school project.
the fact is, there are front end users that needed to be defined in the 
Back-end,
but not with the "create new record" in a sys folder, because the BE users 
do not get admin rights.

in an ideal case, there would be some kind of extension module where you can 
create update and delelte the users in some kind of module (in the left 
menu) or something like that.

i searched but couln't find anithing like this, so i would go out and create 
something, but the case is, i can't imagine that there is not something 
already build, because this seems to be a normal thng for most websites.

anybody has a suggestion?
