[TYPO3] Pls. Help. Static templates are not working.

Hello

pls HELP!
I have  4.0beta2 on two different machines.
One works fine, the other one does not. 
In the latter, any static template from tslib/media/uploads (crcph,
green, and so on) is not working, in the sense that it is not rendered
in the FE output. 
By debug, I get the msg below anytime I try to change the template for a
page. mySQL is v. 4.1.10-standard.

Any idea. Any advise is really welcome.
