[TYPO3] Where to find "lowlevel" extension?

Hi!
I went through the changelog of T3 4.1 and found something about a 
"lowlevel" extension done by Kasper which should enable special cli 
scripts. This ext has to be installed through TER it said..

Well, as far as I know "lowlevel" is the DB Config module of the main 
navigation of T3. OK.. But where to find it in TER?

There is no ext called lowlevel findable in TER on typo3.org

What to do?
