[TYPO3] css_styled_content Gone from Extension Repository?

Today I was setting up a new site, using content and a database copied
from an existing TYPO3 site. After building templates (in
TemplaVoila), I noticed that none of the content of the site would
show up (other than content genereated by TypoScript.) It took a while
to figure out why this content was missing, but I eventually tracked
it down to css_styled_content not being installed.

I had noticed that css_styled_content was not available in the
extension repository, but I figured it was now built into the core, or
replaced by bk_cssstyledcontent. (Afterall wouldn't TemplaVoila force
installation of css_styled_content as a dependency if wern't
installed?)

Anyway, I discovered that bk_cssstyledcontent does not do the same
thing (although queerlly, TV and bk_csc install fine without it), and
I'm pretty sure it is not build into the core of TYPO3.

So because of that, I had to copy the extension from another server
running TYPO3 or choose "content (default)" in the "Include static:"
box before content would appear. I chose to manally copy and install
css_styled_content.

Anyway, correct me if I'm wrong about it not being in the core.
Otherwise, let me know if their was a snafu and css_styled_content was
being hidden from the repo today.

Incidentally, the template settings page with the "Include Static"
option boxes are very hard to find IMHO.
