Set up a group for them and allow only certain content types for that group.

Consider switching to TinyRTE [1]. Anchors work beautifuly in it. I
personally had other issues with this extension, though.

You are not the only one who prays that one day TYPO3's backend would
become simpler. Let's hope that the recent survey [2] will bring some
results.
