as this are configurations for the FE it belongs into normal
typoscript-templates.

You could define default-values for records a user creates, but the
default-language still stays default-language anyway you use it.

you may define, that a user creates records with the default value for e.g.
sys_language_uid = 2. but then you can't easily translate that record.
And also (depending on your TYPO3-Version) you miss this record if you have
select 'Localization view'.
