You are right. Tm_topapps is compatible Typo3 4.1.0+. Concerns also 
topapp version, which is in older version of tm_shared_lib.
topapps was in pre versions of Typo3 4.1.0 but it was not finished.
You can use my tabbed top menu (I use it for my customer sites).
Typo3 4.0.x misses some needed functionalities.
