[TYPO3] Send mail to all FE-users after change to site?

Hello all,
 
I did some googling on this, but could not find an answer.
 
I am looking for a feature, module what sends an email to selected
FE-user-groups, whenever a certain page has been changed or a newsrecord has
been added, etcetera. 
This will be used to inform a community on important changes and call them
to login and see what it is all about.
