[TYPO3] Is "SecFilterEngine off" dangerous?

To solve a problem with clearing the front end cache I've added:

    SecFilterEngine off

to my .htaccess file.  Is this dangerous, and if so how do I prevent 
Apache from generating a Precondition Failure when accessing 
/typo3/tce_db.php each time I try to clear the FE cache?
