[TYPO3] two group owners under permissions.

A much simpler way may be to use the Backend ACLs extension.  It is
very useful for granting access to more than one group or person for
any given page.  It will remove the need to carefully construct groups
and parent groups.

Of course, it may be a little late to help you now that you have
resolved the problem.  :-)
