[TYPO3] revisit admpanel now showing problem

Problem remains, but I'v already felt a bit better.  Thanks for your
instant response and letting me know I'm not alone.

More interesting, we have another same version typo3 server.  It's for
development purposes and we use it to test extensions before deploying on
the production typo3 server.  The development server has the same config
as the production server and just has more extensions installed.
config.admPanel=1 only is enough (without adding more admpanel options to
user TSconfig) to make front end editing work on this development server.
