[TYPO3] revisit admpanel now showing problem

Hi,

Typo3 V4.0.4

I have 'config.admPanel = 1' in the root level typoscript template setup. 
I log in as admin.  My user account has TSconfig

admPanel {
enable.edit = 1
module.edit.forceDisplayFieldIcons = 1
module.edit.forceDisplayIcons = 1
module.edit.forceNoPopup = 0
hide = 0
}

But after I logged on http://www.some.edu/typo3 using my account that has
admin access, I don't see admin panel on any page on http://www.some.edu. 
I  tried both firefox and IE 7 to no avail.  I also cleared all the caches
I can think of...page cache, FE cache, template clear all...

I searched for 'admpanel' on the typo3 English mailing list and got 123
results back.  The solutions to the same question/problem make perfect
sense to me but they just don't work in my case.

Any advice what I might miss?  I'd appreciate any help.
