[TYPO3] TV and workspace permissions

Hello all,

Sent this to the TV list but didn't get an answer, so I am reposting it  
here:

I have a BE user who has access to one workspace which he is the owner of.  
He also has write access to create and edit content on two pages only.  
However, I cannot create any CE's with him. I can make a new one, but it  
will automatically go into the non-used elements list and I cannot link  
them to the actual page.
What kind of permissions do I need to set for him? It works as Admin, but  
obviously that's not a solution.
