[TYPO3] add css and javascript to new extension

You can have a look at extensions that include JS, such as Lightbox 
implementations, and you'll see that they add HTML code into page header 
in the PHP source code:

$GLOBALS['TSFE']->additionalHeaderData['somekey'] = '<script src ...
