Just do it, there aren't any rules as far as I know restricting you from 
making a national TYPO3 site. But it's okay to inform the association about 
it.

If you check around there are some national TYPO3 sites already.
Denmark:  http://www.typo3.dk/
Norway:  http://typo3.no/
Russia: http://www.typo3.ru/
USA: http://www.typo3.us/
Netherlands: http://www.typo3.nl/

And some more as I know.

As the responsible behind the Norwegian site, I had some discussion about 
how to design the Norwegian site with the design team. In short we agreed 
on following.

* Follow the TYPO3 styleguide when it comes to colors, placement of logo 
and so on.
* Don't copy the design/layout of typo3.org and/or typo3.com (the national 
site should look like TYPO3, but not in a way that it could be taken as typo3.org/.com)

Feel free to use the layout/design of the Norwegian sites. Except for picture 
beneath the menu.
