[TYPO3] how to add RTE editor in back-end user group ?

Hi Tyler,

thanks for  your response. What I am actually trying to implement is
that the backend user must have sone TSConfig which will
do the RTE configuration or the same in the group level. If it is not
possible then I have to aply it on the root level ( but still I like to
do it o group/user level ).
