Starting point and General Records Storage (GRS) are 2 different things.

You set the GRS in the root page (edit page properties) of your site. 
This is usually a sysfolder that also contain your templates if using 
Templavoilà.

Then your categories must reside in that same sysfolder you set as the GRS.
