[TYPO3] Converting a new fresh install of TYPO3 to UFT-8

I'm pretty sure that is a typo, they mean a shell or a command line.

If you are on a unix server then opening a shell is as simple as turning on
the box :)

I found this site:

 very useful when making a TYPO3 install use UFT-8. Now TYPO3 is
pre-installed, for some reason as latin1_swedish_ci.

The above site talks about converting an existing database, but I'm stuck by
the first line:

1. Open a lhell on your TYPO3 server

What is lhell, and how do I open one?
