[TYPO3] different session data to use different typoscript?

does anyone know of a way or of a tutorial that explains how to get a
user's session data, and  then reference some typoscript based on this
session data?

for example, is there a way to geta user's connection speed, and then
execute some typoscript if it is a dial-up connection?


it would be greatly appreciated if anyone has any information about
this, or if someone knows of a extension
