What problem? That 'backend users can't create new pages'?  Your post 
has very little information and no reference that I see to another post. 
We need more information to help you.

Did you read the documentation? Did you set up your users/groups 
correctly with the right permissions?

Post a more descriptive issue and we may be able to help more directly.
