[TYPO3] typo3 with safemode on ???

What is the excact config for typo3 with safemode on?

I'm facing this problem again and again.
I'm running typo3 on a shared server
SERVER4U

I downloaded the new version typo3 411 source with dummysite zip.
I unzipped it on my PC and uploaded it by FTP to the server.

When I call typo3 I get this message for all the directories typo want s 
to create.

Warning: mkdir(/srv/www/htdocs/web102/html/411/typo3temp): Permission 
denied in /srv/www/htdocs/web102/html/411/t3lib/class.t3lib_div.php on 
line 2522

I create these directories myself and made them readable thru FTP (777).
When I want to install an extension I get the message:
Warning: mkdir(): SAFE MODE Restriction in effect. The script whose uid 
is 763 is not allowed to access 
/srv/www/htdocs/web102/html/411_3/typo3conf/ext/rlmp_flashdetection 
owned by uid 30 in 
/srv/www/htdocs/web102/html/411_3/t3lib/class.t3lib_div.php on line 2522

My ISP doesn't want to switch the safemode of. It doesn't seem to be 
neccessary as I read in the installation manual from Kaspar.
My ISP tried what Kaspar mentined it doesn't help.
