[TYPO3] Language packs not working on new installation

Wrong place to search:
Extension Manager/Translation Handling
Shift-Click the languages you want to use and clic "Save Selection".
Then click "Update from repository".

On this page is the explanation:
"(This replaces the csh_* extensions that were used to install core
translations before TYPO3 version 4!)".
