[TYPO3] Login News - $TYPO3_CONF_VARS Question...

What format does a news item need to be in to have it display on the BE login form?
 
I've tried the following but nothing happens:  $TYPO3_CONF_VARS['BE']['loginNews'] = 'Test News';
 
I think this is a great feature and would like to utilize it, although I haven't found any documentation on it.
