[TYPO3] Help with "ext_conf_template.txt"

Hello,
I'm developing a extension i want to have some configure constants. I have 
mad a "ext_conf_template.txt"
with some variables for example one called [refLanguage].
How could i read them?
I saw in some place something like this:
$staticconf =unserialize( 
$GLOBALS['TYPO_CONF_VARS']['EXT']['extConf'][$this->extKey']);
$staticconf['refLanguage']
Is it correct?
It doesn't work :(
