I'm not sure, I've only ever produced sites that use TemplaVoila and
CSS-Styled-Content. I'm not entirely sure if you'd ever want to NOT
use it, as then you'd have  a lot of things requiring a lot of work to
get displaying correctly, which is kinda what css-s-c does for you.

Someone with more knowledge could likely give you a better answer!
