[TYPO3] Update reference index question

I'm just working in a new typo3 4.0 install. I'm getting the error
"The Reference Index table is empty ...".

Upon going into the DB check tool and clicking 'check now' I get:

Reference Index TESTED (nothing written)
2 records from 15 tables were checked/updated.
Index Integrity was perfect!

And the same message on' update'.

When I return to the front end i still have the same "The Reference
Index table is empty ..." in its glorious red box.

I'm working with a third party host that has the db fairly tight, is
there instructions i can pass on that will fix this?
