A non-GPL library doesn't use parts of GPL code or functions. An
extension does use parts of the Typo3 code and functions (which are
GPL). An extension is therefor technically a plugin, never a library.
However, libraries used by the extension don't have to be GPL. So, like
I said before, a Typo3 extension is always, at least in part, GPL.
