I think this should be splitted into two things:

a) create user accounts
This can happen manually by a backend user that creates a
Frontend-Useraccount for every person that needs one. The other
(preferred) way would be to install the mentioned sr_feuser_register
plugin which enables persons to create an account without the need of a
backend user to do anything.

b) publish your events
There is a bunch of event extensions. You won't come arount to have a
look on the different extensions. The TER (typo3.org/extensions/) will
help you find the extensions.

If you plan to publish seminars, have a look at the "Seminar Manager"
(EXT:seminars). With this it's possible to show a list of your events, a
single view and a registration process.
