Are you sure it is a redirect? If you use 4.x, it is not a redirect.

Open feature request in bug tracker. We may create something like
	[FE][pageNotFound_handling] = 'REDIRECT:/'
if people need this. But it will be in 4.1 or newer, not in any 4.0.x
