[TYPO3] Read only access on entire fileadmin and Read / Write access on filemount

Hi there,

how can this been achieved?

Read only access on entire fileadmin and Read / Write access on filemount

Users should have the chance to select any file, image ... for Page 
Content, but they should only upload files to their folder.

I was looking into DAM for this. Giving the user a filemount and giving 
the user access to Media Types and Categories, but that didn't seem to 
work. Only the files below the mountpoint appear in the Media Types.

I don't know why there isn't a setting in typo3 at all that disables 
just the upload function for specific parts of the fileadmin, anyway 
help is heartly welcome!!!
